In 2022-2023 school year, the Teachers Service Commission (TSC) plans to compile a database of interviewed teachers for use in secondary schools in the event of a mass exodus of educators.
On its list of unemployed secondary school teachers in mid-July 2022, the Commission found roughly 219,311. These teachers competed for just 4,000 new secondary school teaching positions, and ultimately only five candidates were shortlisted for each vacancy.
The Board of Management is supposed to compile a vacancy-specific merit list from a list of five candidates who were shortlisted and interviewed for each job at each secondary school in the country.
According to the recruitment criteria for post-primary teachers on permanent and pensionable terms released by the Commission’s Secretary and Chief Executive Officer (CEO), Dr. Nancy Macharia, the merit list shall be used in subsequent and similar recruitment by TSC in the County.
For the fiscal year 2022-2023 (July 2022-June 2023), all future employment selections will be prioritized among the candidates in the database.
With this decision, TSC will not have to conduct a fresh round of recruitment, which will save a significant amount of money and time.
Those teachers who were shortlisted and participated in the past interviews will be given preference when the Commission replaces teachers who leave the service due to natural attrition.
The school selection panels are responsible for compiling vacancy-specific merit lists and submitting them to TSC Sub-County Directors.
TSC directors will then submit the list to the County Directors to be used in compiling the subject-specific merit list, thereby creating a databank for the County that can be accessed for subsequent recruitment processes during the FY to fill subject-specific vacancies within the County.
TSC interview process is where the school’s selection committee creates a Merit List tailored to the open position. Dr. Macharia was instructed to use the Merit List in future recruitment processes for similar vacancies in the County during the fiscal year or as directed by the Commission from time to time.
