The Members of Parliament (MPs) have put TSC CEO Nancy Macharia to task to explain how sh. 6,000 annual TPD training fees was arrived at.

“We want to know why TSC has not factored in this money in its budget statement so that it can be an independent budget line funded by the government,” said Florence Mutua, chairperson of the committee.

 

MPs asked Macharia to prepare and submit a legal framework that would enable government foot the training bills. She had appeared before MPs to defend TSC budget requirements.

 

Emuhaya MP, Omboko Milemba, who is also Kenya Union of Post Primary Education Teachers (Kuppet) chairman said the money ought to be paid by the State through TSC.

 

“TSC should now go back to prepare a legal document that led to the TPD programme, explain how the training fees was arrived at and also make a requisition for that money,” said Milemba.

 

MPs argued that all levies are determined by Parliament and sought to know the formula used by TSC to cap the training fees. Macharia said the TPD is anchored in law under Section 35(2) (a) of the TSC Act.

 

Macharia says the Commission shall undertake indirect costs like continuous monitoring and evaluation of TPD programme to quality assure as well as offer professional support and give feedback on the training programmes.

 

During the December training TPD service providers experienced low number of teachers taking part in the programme.

 

Currently Mount Kenya University, Kenyatta University, Riara University and Kenya Education Management Institute are charged with training teachers.

 

The Commission said it will invite more institutions next year to offer the training to teachers.

 

 

 

Despite Nancy Macharia warning teachers of dire consequences for failing to attend the training, most teachers abstained resulting into low turn out.

 

 

 

“Teachers who will fail to take the teaching certificate will be dealt with according to the code of regulations for teachers,” warned Macharia.

 

 

 

Macharia said those who will attend the training will be issued with a teaching certificate renewable for five years. However the teachers who attended the online training are yet to be issued with the coveted document.

 

 

 

In the TPD programme there are seven modules, each having 5 chapters addressing all the 7 KePTS standards.

 

 

 

Kenya Professional Teaching Standards(KePTS) are a set of competency statements that describe what a Kenyan teacher should Know and able to do to enable all learners acquire the expected different learning outcomes in the curriculum.

 

 

 

The seven KePTS standards are;

 

 

 

• Standard 1: Teacher Promotes Professionalism throughout their Career

 

 

 

• Standard 2: Teacher has Pedagogical Content Knowledge and understanding of competency based curriculum and how to implement it.

 

 

 

• Standard 3: Teacher has knowledge on assessment and reporting

 

 

 

• Standard 4: Teacher Knows how to Create and Support Inclusive Education Practices

 

 

 

• Standard 5:Teacher knows and promotes comprehensive school health and safety

 

 

 

• Standard 6: Teacher has knowledge of financial literacy skills

 

 

 

• Standard 7: Teacher knows and practices instructional leadership.

 

 

 

The Kenya National Union of Teachers (Knut), secretary general Collins Oyuu also want TSC to shoulder the cost of training teachers.

 

 

 

Teachers are currently paying sh.6,000 fees yearly towards TPD training. This translates to sh. 180,000 for the 30 years one will take the training.

 

 

 

In its demands, Knut argues that even though continuous pieces of training in any profession sharpen the skills of workers and place them in an advantaged position, the cost must be shouldered by the employer.

 

 

 

“We are keen on ensuring that the employer foots the bills for trainings either fully or cost shares with the teachers. These skills are designed to benefit the employer as much as they will benefit the employee,” said Oyuu.

 

 

 

Further, the union also wants the age group to attend the pieces of training to be reviewed.

 

 

 

Oyuu termed the period of completing the entire training of 30 years as quite long, adding that this might not make any meaning to teachers who are 55 years and above.

 

 

 

Teachers are expected to part with Sh6,000 per chapter every year. Each teacher is expected to take six modules, and each module is taken after five years. And one module is organised in yearly chapters.
