Beginning June this year a total of 25,000 teachers are to undergo a one-year Induction, Mentorship and Coaching program as they are targeted by TSC in the Commission’s strategy to reduce the rising cases of indiscipline among them in public schools.
According to employers, the program is expected to:
✓ increase teacher effectiveness
✓job satisfaction, commitment
✓ better classroom instruction
✓ increase teacher retention
✓ better learning outcomes.
In a presentation to TSC field officials, which includes regional, county and sub-county directors, and county human resources officers the commission’s director of field services, Mr. David Mukui, said that the program is helping to improve the professionalism of teachers. It Will also help the commission to achieve it’s strategic objective in accordance with its 2019-2023 Strategic Plan.
“The Commission, through the Directorate of Regional Services, aims to improve professionalism in teaching service and reduce the cases of indiscipline among teachers,” Mr. Mukui said in the presentation.
Starting by June 30, 2022, in all parts of the country, the TIMEC program will basically target newly recruited teachers in public institutions, including internships. Also included are in-service teachers who have been newly appointed.

However, the commission has stated that not every school will have representation of the three broad categories on the same time and full time basis. Those involved in the selection of consultants and coaches should be guided by the availability of the said categories in an institution, region or sub-county.
Teachers with medical and psychological issues such as mental health and excessive alcohol dependence will be referred to specialists such as psychiatrists, psychologists and rehabilitation centers for specialist management. The Commission is in the process of developing guidelines on the psychosocial support component of the programme.
According to TSC, a total of 18,585 newly employed secondary school teachers are eligible ( those employed in the last three years from 2018 to 2021). Newly appointed Heads of 3,654 institutions will also attend the program the same period, including 11 teacher training college headmasters, 3,089 head teachers in primary schools and 554 headmasters in secondary schools.
The commission has trained around 10 regional officers, including 5 TSC regional directors. Four Regional Quality Assurance and Standards Officers (RQASOs) are also involved.
The Commission has trained a total of 295 field officers on the implementation of the TIMEC programme, which looks at preventive and corrective approaches in managing teacher professional conduct and performance.
